Domestic Fares

1. Use of intercity supplementary ticket on designated routes

As a result of amendments made to the public service contracts governing the operation of VOLÁN companies, the price of the supplementary tickets have been payable on a mandatory basis on the designated bus lines in association with the fares applied in nationwide passenger transport services since 9 December 2012.

The discounts specified by law do not apply to the supplementary fares. The prices of the supplementary tickets for the designated bus lines are set out in the table containing the relevant fares.

2. Prices of tickets and intercity supplementary tickets

The prices of tickets and the intercity supplementary tickets are calculated on the basis of the number of kilometres underlying the establishment of the fare calculated on the basis of the number of kilometres as per the timetable.

The fares include a 21.26 % VAT.
*Apart from passengers with season passes, all passengers must purchase an intercity supplementary ticket. The services that can be used with intercity supplementary tickets are announced specifically by the VOLÁN companies running the services concerned.

3. Fare discounts

The eligibility to any fare discount shall apply only to the regular fares but not to the supplementary fares payable in the case of the designated bus services.

3.1. The following are permitted to travel free of charge any number of times

  1. children accompanied by adults, up to the age of 6,
  2. Hungarian citizens, citizens of EU Member States and foreign citizens covered by international agreements, from the day on which they turn 65,
  3. war-disabled persons and war-widows on the basis of certificates issued for them in Hungary, and – if the war-disabled person needs to be accompanied at all times, as proven by relevant documents – the person accompanying him or her,
  4. foreign citizens over 65, who are recipients of pension allowances under the applicable Hungarian legal regulations, with the certificate issued by the pension disbursement organisation,
  5. foreign citizens over 65, specified in Article 8 (2) b) of Act LXII of 2001 on Hungarians living in neighbouring countries and their relatives over 65 years of age, with the ‘Hungarian certificate’ or the ‘Hungarian dependant certificate’ issued with their names,
  6. refugees, with their ‘Residence permits’ and certificates.

Discounts or eligibility to free travel specified by law does not apply to the intercity supplementary ticket, from the price of which no statutory discount may be given.

3.2. The following are eligible to a 50% fare discount

  1. children aged 6-14,
  2. full time students and students attending evening courses (Hungarian citizens, having the freedom of movement and residence) holding valid student cards, on any route,
  3. students attending correspondence courses (Hungarian citizens, having the freedom of movement and residence) for travelling from their places of residence to school, between their places of residence and the place of training; VOLÁN may issue a separate certificate for registration of the route ,
  4. groups of at least 6 Hungarian children below the age of 10, if travelling together, 2 accompanying persons travelling with them, based on the prior order of the organiser of the group travel; in the case of groups of more than 10 children travelling together an additional 2 accompanying persons per every additional 10 children are eligible to the allowance. The order must be submitted to the operator(s) of the service(s) intended to be used, at a time that makes it possible for confirming receipt of the orders. The confirmation must be presented upon purchasing the tickets,
  5. family members of Hungarian war-disabled person with a minimum of a 75 % degree of disability (spouse (life companion) and children living in the same household as the eligible person); children are eligible to the discount under the same conditions as those applying to the eligibility of those having large families to the 90 % discount.
  6. one accompanying person for every 10 Hungarian full time students travelling together as a group,
  7. full time and evening course students of educational institutions as specified in Article 10 (1) of Act LXII of 2001 on Hungarians living in neighbouring countries proving their eligibility by presenting their ‘Hungarian certificates’ or ‘Hungarian dependant certificates’ and the ‘Student card’ plus validation in the ‘Student discount’ field of the ‘Supplement’. For the rules on the period of validity of a student card see subsection III/3.

3.3 Those eligible to 50 % fare discount 16 times a year include

  1. Persons below 65 years of age who are recipients of old age pension benefits on their own rights or other benefits that are subject to the same rules, as specified in Article 4 f) of Act LXXX of 1997 on those eligible for social security benefits and private pension benefits and the funding of such services,
    1. recipients of dependants’ pension benefits as specified in Article 6 (2) of Act LXXXI of 1997 on social security pension benefits,
    2. those who turned 57 by 31 December 2011 and were recipients of early old-age retirement benefits on 31 December 2011 [benefits specified in Article 1 c) of Act CLXVII of 2011 on the termination of early retirement pension, on the benefits prior to retirement age and on the benefits of the official members of the armed forces],
    3. recipients of disability benefits who were – on 31 December 2011 – eligible to Category I or Category II disability pension benefit whose health status is not higher than 30 % according to the complex evaluation carried out by the rehabilitation authority,
    4. recipients of disability benefits who had turned 57 by 31 December 2011 and who were, on 31 December 2011, entitled to Category III disability pension or regular social allowance,
    5. recipients of disability benefits, national care remuneration, war veterans’ supplement,

Hungarian citizens repatriated from abroad, receiving pension benefits from abroad,

members of the clergy who are recipients of pension aid,

guardian and ward or guardian and the person under guardianship

The eligible passengers may make use of their eligibility on the basis of the ‘Benefit recipients’ travelling voucher’.

A pensioner or a recipient of pension aid may share the discount to which he or she is eligible with his or her spouse (life companion), if the latter has reached the retirement age and can prove this fact by presenting his or her “benefit recipients’ travelling voucher” or pensioner’s card. The spouse (life companion) may make use of the discount whether travelling together with or without the eligible person. Vouchers marked ‘Gy’, or ‘Gyám’ or ‘GO’ may even be shared by the guardian and the ward, without age-related restrictions.

The eligible person may use the travel voucher at his or her discretion for travelling by train or bus or both, changing means of transport as necessary. When travelling by bus, the person issuing the ticket issues a discount ticket while recording the fact of the journey on the voucher. A journey with multiple changes between lines shall be regarded by VOLÁN as a single journey if it ends by 12:00 p.m. on the day following the day on which the journey was started.

Returning from a destination reached with or without changing lines shall qualify as a separate journey which can only be taken by using one or more additional discount units from the benefit recipients’ travel voucher. A discount ticket issued for an eligible person can only be used for the journey for which it was issued.

3.4. Those eligible to 50 % fare discount 12 times a year in the case of round trips

  • employees of Hungarian budgetary bodies and institutions, including organisations operating with funding from local governmental budgets, in public employee or public servant legal relationships (including those working in legal relationships with the judiciary, the system of administration of justice or the prosecutor’s office) and those working for public administration organisations up to 30 June 2001 as administrative staff or manual workers and those employed from 1 July 2001 under employment relationships (and still employed),
  • those employees of Hungarian church institutions, social organisations and foundations, fulfilling positions identical to those of persons referred to in the above point, working in hospitals, charity homes or in primary, secondary or tertiary education institutions.

Those eligible for discounts can prove their eligibility by presenting their ‘Travel vouchers’ issued by their employers and validated for the given year and by certifying their lawful use (proving their personal identity).

The eligible person may use the travel voucher at his or her discretion for travelling by train or bus or both, changing means of transport as necessary. When travelling by bus the person issuing the ticket issues a discount ticket while recording the fact of the journey on the voucher. A journey with multiple changes between lines shall be regarded by VOLÁN as a single journey if it ends by 12:00 p.m. on the day following the day on which the journey was started.

The discount may be used for round trips on any intercity service.

The following shall qualify as a single round trip:

  • journey to a destination directly,
  • journey including changing lines, by 12:00 p.m. on the day following the day on which the journey was started, regardless of the number of changes and whether the journey involved only bus, train or both bus and train rides (combined),
  • and the journey back from the same destination to the same point of departure (return journey).

3.5. Those eligible to 90 % fare discount

  1. a person entitled to sixteen 50% discount journeys (see subsection 3.3), if he or she chooses this discount by combining two 50% discounts and, after using up the 16 discounts journeys for the given year, on two more occasions (the conditions of discount journeys are the same as those applying to the 50 % discount),
  2. blind persons holding valid photo certificates issued by the Hungarian Federation of the Blind and Partially Sighted and recipients of the benefit provided for the blind and can certificate these, together with one accompanying person,
  3. persons with hearing impairment, holding valid photo certificates issued by the Hungarian Association of the Deaf and Hard of Hearing, presenting such certificate during the journey, together with one accompanying person,
  4. a person who is a recipient or whose parent or supporter is a recipient on account of such person, of increased family allowance, upon presenting proof of this fact, together with one accompanying person,
  5. recipients of ‘benefits for the handicapped’ as specified in Act XXXVI of 1998 upon presenting proof of this fact, together with one accompanying person,
  6. parent(s) of Hungarian nationality and at least 3 of their children, travelling with them, as long as they are below 18 years of age or if they are below 26 and have valid full time student card(s), or are recipients – on account of inability to work – of increased family allowance, as certified by the paying unit,
  7. children of special education needs, between their place of residence (stay) and the registered office (branch unit) of the public education institution providing public education service or the institution providing early development or development preparation service – with the certificate issued by such Hungarian institution,
  8. inmates of Hungarian day care institutions or institutions providing specialised social care services, or their recipients travelling to such institutions regularly or occasionally – with the institution’s certificate – between the place of residence (stay) of the recipient and the registered office (branch unit) of the institution providing the service or the residential institution,
  9. students (recipients) specified in subsections 3.5.1.7) and 3.5.1.8) and up to two accompanying persons (parents or persons assigned by them), for journeys between the registered office of the institution and the place of residence (stay) of the student, if the Hungarian institution certifies the need for accompaniment (the institution has issued the journey record sheet and insert for the certificate of the student/care recipient),
  10. the person visiting the care recipient referred to in subsection 3.5.1.8 (only one person on each occasion), between the registered office of the institution and the permanent place of residence of the visitor, based on the institution’s certificate,
  11. a job seeker participating in training funded from the Labour Market Fund or from EU funding sources – between their place of residence (stay) and the place of the training, with the certificate issued by the local office of the Hungarian labour centre,
  12. groups of at least 3 children being raised in Hungarian children’s homes together with up to 2 accompanying teachers on the basis of the passengers’ list issued by the children’s home for the day of the journey; with an additional 2 accompanying persons being eligible for every 10 additional children travelling together as a group,
  13. members of groups of at least 10 Hungarian preschool children and 3 accompanying persons for every 10 children, on the basis of the passengers’ list issued for the day of the journey,
  14. persons aged 6 – 65 as specified in Article 8 (3) b) of Act LXII of 2001 on Hungarians living in neighbouring countries up to 4 round trips a year and members of groups of at least 10 persons below 18 specified in Article 8 (3) b) of the same Act, plus two persons accompanying them, once a year (with prior notification by the organiser of the group journey), with their ‘Hungarian certificates’ or their ‘Hungarian relative certificates’.

4. Season passes

4.1. Monthly, 30-day and half-month pass

Monthly, 30-day and half-month passes may be purchased by anybody. Owners of such season passes may take an unlimited number of trips on the bus services run by VOLÁN and specified in the certificates issued for those passes during the period covered by their passes.

Validity of passes:

  • Monthly pass: from 12:00 a.m. on the 1st day of the month concerned until 12:00 p.m. on the 5th of the next month.
  • 30-day pass: from 12:00 a.m. on the calendar day specified in the pass (the first day of validity) until 12:00 p.m. on the day preceding the same calendar day of the next month.
  • First half month pass: from 12:00 a.m. on the 4th of the month concerned until 12:00 p.m. on the 20th of the same month
  • Second half month pass: from 12:00 a.m. on the 19th of the month concerned until 12:00 p.m. on the 5th of the next month

The cost reimbursement by the employer for season passes used for commuting to work is provided for by Government Decree 39/2010. (II. 26.) Korm.

Half-monthly, monthly and 30-day passes may only be used on bus services run by VOLÁN with the ‘Certificate’ validated by VOLÁN or in the case of passes issued by certain ticket offices or on-board ticket machines, together with the personal identity card.

A 4x4 cm photo must be attached to the certificate issued by the VOLÁN companies and the personal identity card must be presented. The certificate contains its owner’s photo, name and personal identity card number, the service concerned and the distance in kilometres on the basis of which the fare is calculated.

4.2. Extra (90 %) discount monthly, half-monthly and 30-day passes

Extra (90 %) discount monthly, half-monthly and 30-day passes may be used by the following:

  1. full time students and students of evening courses of Hungarian educational institutions, with valid student cards, between their places of residence (stay) and the location of the educational institution concerned,
  2. preschool children over 6 years of age between their places of residence (stay) and the location of the preschool institution concerned,
  3. blind persons who are recipients of the personal allowance for blind persons as specified in specific other legislation or if they hold valid membership certificates of the Hungarian Federation of the Blind and Partially Sighted,
  4. persons with hearing impairments, holding valid photo certificates issued by the Hungarian Association of the Deaf and Hard of Hearing,
  5. a person who is a recipient or whose parent or supporter is a recipient on account of such person, of increased family allowance, based on a document in proof of this fact,
  6. recipients of ‘benefit for the handicapped’ as specified in Act XXVI of 1998, on the basis of the certificate (decision) issued by the local office of the Hungarian State Treasury in proof of this fact.

VOLÁN issues a separate certificate in which the service (route) is to be entered. A monthly, half-monthly or a 30-day pass is only valid together with the certificate (in the case of preschool children with the ‘Students’ certificate’) and, in the case of students, together with the student card.

The benefit is available in Hungary for students together with the student card validated for the academic year or for the second term of the academic year until 31 October following the end of the academic year (until the expiry of the October pass), while with a student card validated for the first semester it is available until 31 March during the academic year (until the expiry of the March pass). The student cards of students who have not reached the mandatory schooling age limit are not specifically validated by the educational institutions because they are valid without specific validation for a period of 8 years after issuance, but not beyond the end of the mandatory schooling age. The student card of a student who has reached the end of the mandatory schooling age is valid until 31 October thereafter. From that point on, the public education student card is validated by a validating sticker for each subsequent academic year.

Validity of passes:

The following increased discount passes are valid on bus services run by VOLÁN as detailed below:

  • The monthly pass is valid from 12:00 a.m. on the 1st day of the month concerned until 12:00 p.m. on the 5th of the next month, for an unlimited number of round trips per day. Full time students and students attending evening courses in primary and secondary educational institutions may use their passes validated for September from as early as 12:00 a.m. on 27 August.
  • Passes issued for the first half of a month are valid between 12:00 a.m. on the 4th and 12:00 p.m. on the 20th day of the month concerned.
  • Those issued for the second half of a month are valid between 12:00 a.m. on the 19th of the month concerned and 12:00 p.m. on the 5th of the next month.
  • The 30-day pass is valid from 12:00 a.m. on the calendar day specified in the pass (the first day of validity) until 12:00 p.m. on day preceding the same calendar day of the next month.

4.3. General season pass

A general season pass issued for use by its holder may be used by the person who starts a journey with it.

Area of validity. A general pass may be purchased for use in the territory of a county or for a given route.

The season pass can be used on all domestic inter-city scheduled services run by VOLÁN – except for bus services subject to fare restrictions – for an unlimited number of journeys in the county specified on it or along the route specified on the pass.

The general season ticket cannot be used on urban (local) bus services.

Duration of validity. A general season pass can be purchased for a calendar year or a calendar month. An annual pass is valid between 12:00 a.m. on 1 January until 12:00 p.m. on 31 December, a monthly pass is valid between 12:00 a.m. on the first and 12:00 p.m. on the last day of the month concerned.

Purchasing season passes. General passes for a given county or for a given route can be purchased at the designated units of VOLÁN with territorial competence.

Regardless of the mode of payment, the season pass cannot be requested to be issued within 72 hours of the time of filing the request for the pass.

5. Luggage transport

5.1. Hand luggage

Hand luggage taken by the passenger on the bus shall be carried free of charge.

5.2. Package and luggage transport

The price payable for transporting packages or luggage shall be calculated on the basis of the number of kilometres taken into account in calculating the fares. Up to two pieces of luggage or two packages are carried free of charge.

5.3. Carrying of live animals

The fees payable for the carrying of luggage shall apply to the carrying of dogs as well, except for guide dogs, dogs assisting handicapped people and police dogs, the transport of which is free of charge. Other live animal may be carried free of charge.

6. Surcharges

A surcharge of HUF 8,000 is payable by a passenger who

  • travels beyond the distance for which his or her ticket or supplementary ticket is valid, unless the passenger voluntarily notifies the driver of fact that he or she wishes to travel beyond that distance before the first ticket check and pays the fare for the additional distance,
  • attempts to travel without ticket, with invalid ticket or pass, or in the case of riding on a designated service, has not paid the supplementary fare or attempts to ride with invalid travel certificate
  • uses a discount with invalid (e.g. expired) card or certificate of eligibility,
  • uses a discount without eligibility or cannot prove eligibility as required,
  • uses a fake ticket or other certificate of eligibility to travel,
  • hands over his or her ticket, season pass or other card or certificate of eligibility to travel or discount, made out to his or her name, for another person who is not eligible for using it or one who uses such documents made out to the name of others,
  • obstructs the checking of his or her ticket or, by refusing to disclose his or her personal data as required for the ticket check, makes it necessary to involve the authorities,
  • soils the vehicle with his luggage, clothing or otherwise,
  • breaches the rule prohibiting smoking, by smoking on board a vehicle or station area designated as a non-smoking area,
  • breaches the travelling conditions in a way not specified by law, particularly by bringing an object or live animal on board a vehicle that is not permitted to be carried as hand luggage.

Another HUF 12,000 surcharge must be paid by a passenger who fails to fulfil his or her payment obligation within 30 days.

A HUF 1,300 presentation charge is payable instead of the surcharge by a passenger who does have a pre-purchased ticket, season pass or other travel certificate or certificate or card of eligibility to discount etc. at the time of the journey but cannot show it when checked during the journey, provided the ticket or certificate concerned is presented subsequently, within 15 days of the day of the journey, in the way and at the place prescribed by the operator. Any unpaid fares must be paid even if the passenger is paying a presentation charge.

7. Fare refunds

The passenger transport operator will refund the price of a ticket purchased and luggage transport paid in advance but returned before the departure of the service, from which it subtracts a handling charge.

The operator charges 20 % of the ticket price for the modification or returning of the ticket, rounded to the next 5 forint unit in accordance with the general rules on rounding.

The handling charge is not subtracted and the ticket may be returned subsequently if the passenger failed to use the ticket on account of the cancellation of the service or lack of vacant seats or declined to take the journey on account of a disruption in the transport services. The passenger must have the fact of the cancellation of the bus service, the lack of a seat or the disruption in the transport services certified by the personnel of the service or the station on the back of the unused ticket or in a separate certificate.

7.1. Tickets

Inter-city pre-purchased ticket, ticket purchased from ticket machine or mechanised pre-purchase ticket (full fare or discount):

Refunds must be provided in accordance with the above rules

  • In the case of tickets issued for concrete inter-city services, with dates of departure and arrival, until the date and time of arrival specified on the pre-purchased ticket,
  • In the case of a ticket purchased online, before the period of validity,
  • In the case of inter-city tickets (suburban, agglomerate, from ticket machine), before the period of validity specified on the ticket.

Pre-purchased local tickets: These may only be returned until the time of departure.

7.2. Season passes

Intercity monthly and half-monthly pass and extra discount season pass:

Refunds of the following current month’s passes must be provided in accordance with the above rules:

  • the price of the monthly pass until 12:00 p.m. on the last day of the month preceding the month of validity
  • half of the price of the monthly pass if it is returned by 12:00 p.m. of the 14th day of the month concerned,
  • the price of the first half month’s pass if it is returned by 12:00 p.m. on the 3rd day of the month, the price of the second half month’s pass if it is returned by 12:00 p.m. on the 18th day of the month concerned,
  • in the case of passes purchased on the basis of requests for passes received from institutions, refund is provided on the basis of written request sent by 12:00 p.m. to the institutional Sales Office (to: VOLÁNBUSZ Zrt. Értékesítési csoport 1091 Budapest, Üllői út 131.)

Intercity 30-day pass and extra discount season pass:

Refunds must be provided in accordance with the above rules:

  • the price of the 30-day pass if it is returned for a refund before the first day of the period of validity,
  • half of the 30-day pass if it is returned for a refund by 12:00 p.m. on the 13th day following the first day of the period of validity,
  • in the case of passes purchased on the basis of requests for passes received from institutions, refund is provided on the basis of written request sent by 12:00 p.m. to the institutional Sales Office (to: (VOLÁNBUSZ Zrt. Értékesítési Iroda 1091 Budapest, Üllői út 131.)

.Local half-monthly and monthly pass:

  • the price of the current monthly pass until 12:00 p.m. on the last day of the month preceding the month of validity,
  • half of the price of the monthly pass if it is returned by 12:00 p.m. of the 14th day of the month concerned,
  • the price of the pass that is valid for the first half of the month until 12:00 p.m. on the last day of the month preceding the month of validity,
  • the price of the pass that is valid for the first second of the month until 12:00 p.m. on the 15th of the month of validity,
  • If the local government’s price setting regulation prescribes a different period of validity in a decree, local season passes may be refunded up to the time limits specified in the local governmental decree.
